Abstract: An attempt is made to develop a consistent theory describing galaxy formation. First, a discussion of the smooth universe is presented. The linear theory of perturbations is introduced, and its applications are described. Nonlinear evolution is then examined. The relevance of the high redshift universe to galaxy formation is discussed. Finally, consideration is given to the origin of density perturbations. The discussion emphasizes the theoretical aspects and physical basis for the models rather than detailed observational features or detailed examination of particular models
